A toilet that won't refill after flushing is one of those problems that announces itself at the worst possible time. Whether you're hearing a constant hiss, a slow trickle, or silence where you'd expect water rushing in, the cistern is telling you something specific. The cause determines the fix, and most causes take less than 20 minutes to diagnose.
This guide covers every reason a toilet cistern stops refilling — including several that the standard troubleshooting articles miss — with clear symptoms to help you identify which one applies, and exactly what to do about it.
Identify Your Symptom First
The specific way your cistern is misbehaving narrows down the cause significantly. Before opening the lid, identify which of these describes your situation.
Cistern is empty and stays empty after flushing. No sound of water entering. Most likely: shut-off valve closed, failed fill valve, or a water supply issue.
Water enters but takes 5+ minutes to refill. Constant background hissing. Most likely: partially closed valve, blocked fill valve filter, or low water pressure.
Cistern fills but water continues to trickle. Running sound doesn't stop. Most likely: faulty flapper valve, float set too high, or damaged overflow tube.
Cistern appears full but bowl water level keeps dropping. No running sound. Most likely: flapper not sealing cleanly. Do the food colouring test — see Cause 9.
Cistern refills on its own without flushing — the classic "phantom flush." Almost always a slow flapper leak triggering the fill valve once the water level drops enough.
Push button doesn't trigger a flush, or triggers but cistern doesn't refill afterwards. Applies only to dual-flush button cisterns — see Cause 7.

Shut-Off Valve Closed or Partially Closed
Symptom: No water entering, or very slow fillThe shut-off valve controls all water flow into your toilet. It's located on the wall or floor behind the toilet, connected to a small pipe running to the base of the cistern. If it was turned off during maintenance or accidentally knocked, no water can enter. A partially closed valve restricts flow without cutting it entirely, causing very slow refill and often a continuous hissing sound.
This is always the first check. It takes 10 seconds and requires no tools. A fully open ball valve will have its handle sitting parallel to the pipe. A fully open gate valve requires turning it counterclockwise until it stops turning.
Safe DIYThe fixLocate the shut-off valve behind the toilet and turn it fully counterclockwise (or parallel to the pipe for a ball valve). Test the flush. If the valve is difficult to turn, corroded, or doesn't improve the fill, the valve itself may need replacing.

Faulty or Clogged Fill Valve
Symptom: Slow fill or no fill, hissing soundThe fill valve (also called the ballcock or inlet valve) is the main component that controls water entering the cistern. It opens when the cistern empties and closes when the water level reaches the correct height. Two things go wrong: the valve can become blocked by sediment, mineral deposits, or debris (particularly common in Sydney homes with older pipes), or the valve mechanism can simply fail with age.
A blocked fill valve often has an inlet filter screen that catches debris. This filter can become so clogged it restricts flow to almost nothing, causing a very slow fill or triggering the valve to malfunction entirely. Sydney's water is relatively soft, but fine particles still accumulate in valve seats over years of use.
DIY if comfortable with basic plumbingThe fixTurn off the shut-off valve. Remove the fill valve cap (usually a quarter-turn on modern valves) and check the inlet filter for debris. Rinse the filter under running water. If the valve body itself is corroded or the mechanism is worn, replace the entire fill valve — they're inexpensive parts and straightforward to swap on most Australian dual-flush cisterns.

Float Mechanism Misadjusted or Faulty
Symptom: Underfilling, overfilling, or constant runningThe float mechanism tells the fill valve when the cistern has reached the correct water level and to stop filling. Older toilets use a float ball on an arm; modern dual-flush cisterns use a float cup that slides on the fill valve body. If the float is set too low, the fill valve shuts off before the cistern is full — you flush, you get weak pressure, and the cistern never feels quite full. If it's set too high, water continuously rises past the overflow level and trickles into the bowl.
Float issues are among the most frequently misdiagnosed toilet problems. A cistern that "keeps running" is often assumed to be a faulty fill valve, when the float is simply set a few millimetres too high and water is constantly overflowing into the tube. Adjusting it takes under two minutes.
Safe DIYThe fixRemove the cistern lid and observe the water level relative to the marked "MAX" line inside the cistern (or the top of the overflow tube). For float cup systems: turn the adjustment screw or slide the float collar up or down on the fill valve shaft. For float ball systems: bend the arm slightly downward to lower the water level, or upward to raise it. The correct level is typically 25mm below the top of the overflow tube.

Faulty Flapper Valve (or Flush Valve Seal)
Symptom: Constantly running, phantom flushes, or cistern level droppingThe flapper valve (or flush valve seal in dual-flush cisterns) is the rubber component at the base of the cistern that seals the connection between the cistern and the toilet bowl. When you flush, it lifts to release water. When the flush is complete, it drops back down to seal. If the rubber degrades, warps, or picks up mineral deposits, it won't seal cleanly. Water slowly seeps past it into the bowl, causing the cistern to constantly refill — or "phantom flush" — as the level gradually drops.
This is the most common cause of a silently running toilet. The water loss is often invisible because the water enters the bowl so slowly it doesn't make a sound. An estimated 60,000–200,000 litres per year can be lost this way — the equivalent of a swimming pool — at a very real cost to your water bill.
Safe DIYThe fixThe food colouring test confirms it: add 10 drops of food colouring to the cistern water (not the bowl). Wait 10–15 minutes without flushing. If colour appears in the bowl, the flapper is leaking. Replacement is the fix. Turn off the shut-off valve, flush to empty the cistern, unhook the old flapper, and clip in the new one. Take the old flapper to a hardware store to match the size and type.

Damaged or Misaligned Overflow Tube
Symptom: Constant running, water never reaches full levelThe overflow tube is a vertical pipe inside the cistern that acts as a safety drain. If water ever rises too high (due to a stuck fill valve or a float set too high), the overflow tube channels it into the bowl rather than letting the cistern flood. This is by design. However, if the overflow tube is cracked, broken, or its height has been altered, water can continuously drain through it even at normal cistern water levels — meaning the cistern never fills properly and the fill valve runs non-stop.
You can spot this by watching the water level in the cistern after flushing. If the fill valve keeps running even after the water has been rising for several minutes, and you can see water trickling into the bowl with no visible sound, the overflow tube is likely the culprit.
DIY if comfortable, or call a plumber for flush valve replacementThe fixInspect the overflow tube for cracks or damage. Check that its height is correct — the top of the tube should sit approximately 25mm below the cistern lid to prevent water from draining at normal levels. A damaged tube requires replacing the flush valve assembly. If the tube height is adjustable, correct it using the lock nut at the base.

Low Water Pressure at the Supply Connection
Symptom: Very slow fill across all taps in the home, not just the toiletToilet fill valves require a minimum water pressure to operate correctly — typically at least 100–150 kPa for standard residential valves. If the mains pressure supplying your property is too low, or if a pressure-reducing valve is set too conservatively, the fill valve may operate very slowly or erratically. This is distinct from a blocked fill valve: with a blocked valve, other taps in the house have normal pressure. With a supply pressure issue, everything in the home is affected.
Sydney Water supply pressure can vary across the network, particularly in elevated properties in the Hills District, the Upper North Shore, or properties at the end of long supply runs. If you've moved into a property with a pre-existing pressure-reducing valve, it may be set lower than ideal for proper toilet operation.
Needs a licensed plumberThe fixTest pressure by checking multiple taps in the home. If all are slow, the issue is supply-wide. Contact Sydney Water to check mains pressure at your meter. If a pressure-reducing valve is installed and set too low, a licensed plumber can recalibrate it. Do not adjust a PRV yourself — incorrect settings can damage appliances or cause pipe stress.

Push-Button Mechanism Failure (Dual-Flush Toilets)
Symptom: Button doesn't flush, or button disengages but cistern doesn't refillModern dual-flush toilets use a tower flush valve actuated by push buttons on the top of the cistern lid. The button mechanism connects via rods to a tower valve inside the cistern. Over time, the rods can slip, the actuator plate can crack, or the tower valve itself can stick in a partially open position. A stuck-open tower valve prevents the cistern from refilling properly because water is continuously trickling past it into the bowl.
Button mechanism issues are common in Australian dual-flush cisterns after 8–12 years of use. The hardware is often proprietary to the cistern brand (Caroma, Fowler, Stylus, Grohe), so replacement parts need to match the original unit.
DIY with correct parts, or call a plumberThe fixRemove the cistern lid. Inspect the button actuator rods for slippage or breakage. Press the flush tower down by hand — if water stops entering the bowl, the tower valve is sticking open and needs replacement. If the button is physically broken, a matching actuator kit can be installed. Check the brand/model stamped on the inside of the cistern lid or the flush valve body before ordering parts.

Loose or Damaged Flush Handle / Trip Lever
Symptom: Handle feels loose, flapper doesn't lift fully on flushIn lever-handle cisterns (common in older Sydney homes), the handle connects to the flapper via a chain or lift arm. If the chain is too short, the flapper doesn't seal after flushing. If the chain is too long, it can get caught under the flapper, preventing it from sealing — causing the same constant-run symptom as a faulty flapper. A broken or bent lift arm means the flapper may not lift at all on flush, giving a very weak or non-existent flush with no cistern refill triggered.
Safe DIYThe fixLift the cistern lid and observe what happens when you flush. Is the chain lifting the flapper fully? Is there slack (the chain should have about 12mm of slack — not tight, not loose enough to tangle). Adjust the chain length at the clip. If the handle itself is broken or the trip arm is corroded, these are inexpensive replacements available at any plumbing supply store.

Water Supply Line Blockage or Failure
Symptom: No water or a trickle despite shut-off valve being fully openThe flexible braided supply line connecting the shut-off valve to the cistern inlet can kink, corrode internally, or develop a blockage. This is more common in older flexible lines (particularly chrome-covered lines that look fine externally but are corroded inside) and in properties with hard water deposits. The symptom is a very slow or absent fill despite the shut-off valve being confirmed open and other taps in the home having normal pressure.
In some cases, the washer at the cistern end of the supply line can dislodge and partially block flow — a common occurrence if the line was recently disconnected during maintenance and the washer wasn't seated correctly on reinstallation.
DIY if comfortable, or call a plumberThe fixTurn off the shut-off valve. Disconnect the supply line at the cistern end. Check the inlet washer is seated correctly. If the line is kinked or corroded, replace it entirely — flexible supply lines are inexpensive and straightforward to swap. Always turn the water back on slowly and check for leaks at both connections before replacing the cistern lid.

Cracked Cistern Body
Symptom: Water on the floor or wall near the cistern, cistern level dropsA cracked cistern can cause water to leak externally (onto the floor or wall) rather than into the bowl, which means the cistern empties without ever flushing properly. Hairline cracks are sometimes difficult to spot — condensation on the outside of the cistern can mask them. A crack on the back or underside of the cistern is particularly easy to miss. This is more common in older porcelain cisterns that have been subjected to impact, thermal shock (very hot water entering a cold cistern), or age-related brittleness.
Needs a licensed plumberThe fixDry the exterior of the cistern thoroughly and place paper towels against the back and underside. Flush and wait. If the towels are damp afterwards (and the source isn't condensation), there is a crack or a failed seal. A cracked cistern body cannot be reliably repaired — replacement is required. The cistern can sometimes be replaced independently without replacing the entire toilet suite. A plumber can assess whether the toilet pan and connections are compatible with a replacement cistern.
What You Can Fix Yourself vs What Needs a Licensed Plumber
In NSW, you don't need a licensed plumber to adjust or replace internal cistern components (float, flapper, fill valve, handle, supply line). These are not regulated plumbing works under the Plumbing Code of Australia. However, any work on the water supply line from the wall, replacement of the shut-off valve, or installation of a new cistern must be carried out by a licensed plumber.

The Water Waste Problem: Why a Faulty Cistern Matters More Than You Think
A toilet cistern that's constantly running or silently leaking is the single biggest source of household water waste in Australia. The numbers are significant enough to warrant treating this as a priority, not a low-urgency nuisance.
- A constantly running toilet can waste 60,000–200,000 litres per year — equivalent to filling an average swimming pool one to three times.
- At Sydney's current water rates, that translates to an additional $150–$500 per year on your water bill, depending on usage level and water pricing tier.
- A "phantom flush" — where the cistern refills on its own every 30–60 minutes — typically wastes 3–6 litres per phantom cycle, adding up to 100+ litres per day from one toilet alone.

Take two minutes to remove the cistern lid and look inside. Check the water level sits at the marked line. Listen for any hissing after the cistern has fully refilled. The full fill valve (ballcock) mechanism has a functional life of roughly 8–10 years under typical use.
